Nakusp and Arrow Lakes has been accepted into the Community Tourism Foundations® Development Program.
This program provides professional facilitation services to develop a tourism plan for Nakusp and Arrow Lakes. The program offers a range of tools, proven resources and customized destination development assistance. Because it takes a step-by-step approach, the program can accommodate the needs of communities at different stages of the tourism development process. A number of factors are determined in the initial assessment phase of the Development Program: how well the community understands the value of tourism, its specific development needs, and how and where program resources can best be applied. In the planning phase, development activities might include developing long-term strategies by participating in tourism research projects, conducting SWOT analyses (strengths, weaknesses, opportunities and threats), or examining community tourism organizational structures. The implementation phase can include such things as assistance with partnership development, designing visitor service programs or whatever the needs are for that particular community.
The program steps include an initial meeting to understand the challenges and opportunities facing the community. A working group commits to working with the Tourism BC facilitator to supply information, review draft reports and be ambassadors for the tourism planning process. The facilitator will produce, with the community’s assistance, an initial report, situation analysis and a tourism plan. The community commits to providing a completed inventory using Tourism BC templates; hosting of the facilitator accommodation for subsequent meetings in the community; venue, refreshments and promotion of working group meetings, the planning session meeting and plan presentation. After the situation analysis initial draft is complete a 5-hour tourism planning session will be held to review the report and conduct a SWOT analysis, a visioning exercise will confirm stakeholders’ ideas for the future of the Nakusp area. The workshop will have participants contribute to the direction of the tourism plan and set priorities for the next three to five years. Mentorship assistance is available for organizational capacity building and to start the process for implementation of the Tourism Plan.
On July 07, 2008 an exploratory meeting was held in Nakusp with a broad cross-section of tourism stakeholders to understand the current challenges and opportunities facing the community for tourism and marketing development. A working group of tourism stakeholders has been formed to work with the Tourism BC Facilitator. The tourism inventory for the community has been completed. The work plan and initial report are complete. A tourism-planning meeting on October 27, 2008 led to the situation analysis which is now final and is posted here. The Tourism BC Facilitator and Kootenay Rockies Tourism met with the working group to go over the Tourism Plan and to assist with the tourism management direction to implement the plan. A stakeholder and public presentation of the plan took place in Nakusp on April 1, 2009 where the plan was adopted by those in attendance. The Tourism BC Facilitator has completed the final Tourism Plan, based on comments from the presentation.
Nakusp and Area Development Board has been successful in securing $15,000 from the Tourism BC Community Tourism Opportunities program for tourism plan implementation assistance. This program funding is on-going. The Nakusp and Area Development Board has secured funding for a Community Projects Coordinator contract position for the period May 2009 - April 2010 to implement key strategies from the plan. The NADB, with Kootenay Rockies Tourism - Agent for Tourism BC, will make council presentations to have the Tourism Vision and Goals accepted by council resolution for agreement in principle and for inclusion in the next Official Community Plan updates.
